About Melinda Baird, Esq.
Melinda Baird
is an attorney in private practice who has worked in the field of Special
Education Law since 1985. She exclusively represents school systems in special
education matters pursuant to the Individuals with Disabilities Education Act,
Section 504 of the Rehabilitation Act of 1973, and related laws. Ms. Baird is
also the President of Melinda Baird Training, L.L.C., a company providing
specialized, on-site professional development courses to school agencies on
various topics in education law. Throughout her career, Melinda has conducted
hundreds of national, state, and local presentations on special education law,
bringing her unique style of humor, practicality, and in-depth analysis to
thousands of educators, administrators, attorneys, and parents.

rooms will be available at the Albuquerque Marriott Hotel on Louisiana Blvd.

Day
1 (Morning Session):
EMOTIONALLY DISABLED … OR JUST TROUBLED?
Is
Oppositional Defiant Disorder (ODD) a disability under IDEIA? Should students
diagnosed with disruptive behavior, anxiety, or bipolar disorders be served by
special education? Are students diagnosed with ODD, Conduct Disorder, or
Behavior Disorder - or those involved with gang-related activities, drug use, or
aggression - protected by the IDEIA’s discipline rules? This presentation will
provide an overview of the case law involving students with behavioral and
emotional disorders. This session will help you understand when, and if,
students with these problems should be determined to be eligible for special
education and related services and, consequently, protected by the IDEIA’s
discipline rules.
Day 1 (Afternoon Session):
THE 7 DEADLY SINS OF DUE PROCESS HEARING
Don’t succumb to the “seven deadly sins” that can sink your next
(or first) due process hearing! Learn how to avoid common mistakes such as
inadequate document preparation, poor witness preparation and performance, and
failure to listen to counsel’s advice. Activities include role-playing, audience
participation, case law studies, real-life horror stories, and more. Don’t wait
for a due process hearing to become an unfortunate “professional development
opportunity” - learn the most common mistakes before you litigate.
Day 2 (All Day):
A YEAR IN REVIEW 2007-08
Get
ready for a fast-paced, comprehensive review of federal and state court
decisions affecting special education! Attorney, Melinda Baird, brings her
national presentation focusing on cases that set important precedents and that
illustrate what NOT to do. In addition, Ms. Baird adds her unique commentary,
expert tips, and professional insight to help you avoid unnecessary litigation
and IDEIA, Section 504, and NCLB. Get ready for a whirl-wind tour of what the
courts are saying!
Registration
To register for the 10th
Annual Special Education Law Conference, complete and submit the enclosed
Registration Form.
Registrations will not be considered complete until a completed
registration form, as well as a signed purchase order, money order, or check is
received.
All
participants will receive an email confirmation to verify registration.
Based on space availability, registrations will be accepted until
October 3, 2008. All cancellations must be made by October 3, 2008.
Cancellations received after October 3, 2008 will not be refunded (this includes
“no shows”). Substitute registrations will be accepted. Please call 505-445-7090
regarding substitutions.
Group Discount ~ Register four and the fifth is free!
A
discount will be provided for a group of educators from the same district.
Registration for five educators from one district will be $1,100 (early
registration) or $1,160 (regular registration). Register four and the fifth is
free!
Registration must be paid in full (signed purchase order or a
district check) to qualify for the group registration discount.
