Under the auspices of the Medicaid School Based Services (MSBS) program, New Mexico schools receive partial reimbursement for direct health and administrative services required to treat Medicaid-eligible students who qualify for special education under the Individuals with Disabilities Education Act (IDEA).

High Plains Regional Education Cooperative coordinates the MSBS program for member districts, overseeing both the direct billing and the administrative claim process. There are several components in MSBS (some listed below). The primary contact at HPREC for MSBS is Marisa Aguirre.

  1. Participant List – Districts submit a list of eligible providers to participate in the Random Moment Time Study (RMTS) each quarter, based on provided guidelines.   2. Random Moment Sampling – The purpose of the Random Moment Time Study (RMTS) is to identify the proportion of administrative time allowable and reimbursable under the Medicaid Administrative Claiming (MAC) Program. The contact at HPREC for the Participant List is Janis Ruf.

Administrative Claiming is the accurate reporting of financial information for MSBS that is essential for ensuring that your district/charter/REC receives all federal reimbursement that you are entitled to for services provided to Medicaid-enrolled SPED students.
